Take this with a grain of salt, I haven't read the relevant code but I heard someone mentioning it on IRC or so. I think that the criteria for what is 'sending' has changed somewhat in the last few builds also. Previously only connections sending trailers where considered 'sending', now connections that have a certain number of messages queued is also considered 'sending'.
