[freenet-dev] fcpHosts is broken as of stable build 5021

As of build stable 5021 (5020 was the last one that worked), no 
splitfile downloads (anywhere except FProxy - neither Frost nor Fuqid 
would work) worked nor splitfile uploads (at least in Frost  - the file 
would get to 100% and Frost would throw a NullPointerException) worked. 
Any attempt to abort a splitfile download would hang forever (on Fuqid).

The original line read:

fcpHosts=127.0.0.0/8,192.168.0.0/16

and it wouldn't work as described above - neither on my LAN nor on the 
machine Freenet was installed on.

I reset it to:

%fcpHosts=

and that fixed it, but it only works on localhost. (to be able to get it 
on remote machine now, I use a ssh tunnel and forward TCP port 8481).
