It depends on the country, and the crime you are accused of.  If you are
accused of being a terrorist, probably not, no.  While there is a 
technical right to this in many countries (although some, like britian
and my native australia, have laws that say explicitly that you must
surrender encrpytion keys when demanded by the local TLA), the realitiy
of it is that, most of the time, an encrpytion key is not considered the
same as self-incrimination by the appropriate authorities, and what's more,
if you are accused of such things, I wouldn't be surprised if said law was
ignored anyhow - that's the thing with those 36 hour interrigations, you
know
