1. People running old devl nodes
2. Those old unstable nodes have NG routing bugs that cause
nodes to do lots of QRs.
3. We are not handling out going load very well.
IMHO if we fix three we will have a working network. BTW from
converstions on irc it looks like the optimal outLimitCutoff
depends on load. It needs to be lower on busy nodes.
