It's not to take care of "NGRouting can't" it's for dealing with the
hasn't yet.
"hasn't yet" meaning what exactly? NGRouting is quite capable of not
routing to overloaded nodes, or to slow nodes, etc etc.
The first choice is to nodes it hasn't yet learnt what the response will
be like. My patch is to avoid these when inserting.
