Not at all - being linked from the gateway page is a privilege, not a right, and it is granted to those freesites which provide the best service to the user in helping them find the information they are looking for. Were a freesite author to deliberately reduce the utility of their site, whether to make a political point, or for any other reason, then it is fair that we reconsider their place on the gateway page.

If true then you are right, I was working on the assumption that he had removed all existing content.

Having said that, his comments are disappointing and counter-productive. There is no "prod network" sanctioned by the project yet, and promoting an unsanctioned deliberately incompatible network helps nobody.
