Alternatly maybe NGR is working exactly as we have told it to - its just that that routing to specialized nodes does not get faster answers than non specialized nodes. ie. we are not using the ideas behind NGR to answer the correct question. We want two things. Fast responses and Positive responses. Maybe what we are doing is asking for Fast responses assuming they will lead to specialiation and more positive responses. It seems this does not happen. I think its possible that the ideas posted a few weeks back to do with frequency of positive responses might be on the right track.
