Please read my message where I bitch about the doctor's office alalogy. Bottom line: We are NOT trying to prevent any from making as many requests as they like on the network. We ARE trying to prevent them from overloading a particular node. Nobody is going to overload another node when they can get better results by simply connecting to more nodes, Unless they are trying to DOS that node, in which case they would just do it out of band, and be much more effective at it.
