Well, if the certificate contains realcash tokens, yes.  If the certificate
contains hashcash tokens, kind of (aka buy big hash collision generating 
machines).  If the certificate is, say, a CA signed certificate doled out
in small quantities via mixmastered email, or through the web via proxies,
no.  Nodes would be configured to accept a) minimum N bytes in hashcash 
certs generated in the last D days b) minimum K yodels in realcash certs, 
c) normal certs from the last D days from one of the T CAs, etc.  Or, going 
the tarzan route, just stick the IP address in the cert and self sign.  
 
Anyway, there are a thousand and twelve ways to make identity non-free
but still allow people to get their own identity anonymously and without cost.
But thats all going waaaaay down the path, to be implemented even after stego
transports ;)  For < 1.0, hashcash certs would probably be fine.
