That seems to have fixed me right up. The machine in question only has 192 megs of physical RAM so I imagine it qualifies for the situation you describe. I changed the thread factory, and followed Niklas' suggestion of forcing the JVM to allocate more RAM than the default. These changes, coupled with the fact that 5039 no longer counts bandwidth limiting against the node's estimated load, seem to have brought my node back to normal. The load is now only 35%, pooled threads running jobs 47%, even with 512 connections and 279MB (yikes) waiting to send.
