One interesting question: what difference does it make whether we accept
the HTL on QueryRejected's or not?
If we do, we go to a rather lower number of nodes than HTL, routing
doesn't have much of a chance, the request fails, and frost/fuqid/etc
retries the request.
If we don't, we go to HTL non-QRing nodes, the request is somewhat more
likely to succeed, and if it does, it won't be retried. But it will
probably be routed to HTL*2 or more nodes in the process.

Which is better?
