My apologies for the confusion. I use Sourceforge to get the latest version of stable and build new packages. An older copy of seednodes.ref was in that directory and I assumed it came from CVS. That is why I suggested the need to check in a modern version for the stable branch. I took a transient node behind my firewall and made it a permanent 5046. I will now seed it with the updated information and maybe it will begin to contribute something to the network. Thank you for clearing up the misunderstanding.
