IMHO "download" means, in normal user usage, "[something] put somewhere on the filesystem where I can get to it like other files." On the various DNF / unsafe content / too large pages, we offer the user the choice of downloading to disk or fetching to temp space. "Downloaded to temp space" sounds like it went to /tmp/ or freenet/temp/ or similar. We call the page "downloads" but it's where we keep both persistent downloads and persistent fetches. I think the succinct name for the page is good, but that we should try to use different terms for the two different operations. I've seen user confusion about the "download to temp space" thing, though not about this specifically. Most or all of it was solved by changing it to "fetch" elsewhere, I just think we should be consistent where possible.
