I wasn't aware any previous method used javascript, but we implemented a non-javascript method quite recently that checks the client browser's Accept-Language HTTP headers. Have a look at Steve's thread (in this same mailing list) titled "Spanish Translation Deployment Complete".
There is JS on the site currently but (I believe) that has nothing to do with translations.
