The first step is making it possible at all for people (without having to hack at arcane parts of fred). Making it easy is only the second part. And implementing packet-over-TCP isn’t that hard. That said: Better have well-working darknet enhancements than unfinished transport plugins, since we need the darknet enhancements to really benefit from transport plugins, but not the other way round.
