The counter has to called from the Conduit class if it is going to count the
data. No one else sees the data, so how could it count it?

The only worry I have is that the counter code would significantly slow the
Conduit (which is pretty performance critical), but I doubt it is a large cost
compared to the IO (especially in the Node's case where it is null most of the
time).
