Maybe. Mostly people are not able to understand things well enough to do this, and we shouldn't require they be able to in order to use freenet. The blinking 12 problem. If something is not done to promote locality, freenet will get banned from universities (and some ISPs) just like Napster, cutting off a huge user base. Doing something to improve locality probably requires HTL be larger for users within large, fast localities.
