1. All search requests have an initial matches-to-live as well as a
hops-to-live
2. Nodes receiving search requests with matches-to-live greater than a
maximum 'sane' value cap matches-to-live to the maximum sane value
before returning results, and possibly passing the request on.

Absurd requests will therefore not clog the system up.
