First, yes, that's how it works, and second, that is not a meaningful question. "Closeness" only makes sense with regard to a particular metric. You can't meaningfully ask if C is "really" closer to A than B. Furthermore, for Freenet to work, it is only necessary that the nodes agree about closeness, and that it have some basic transitivity properties.
