That's not true.  The sender will send probes to try to open the window
and the receiver will respond that the window is still closed.  As long
as the receiver responds, the sender should not close the connetion. 
Only if the sender doesn't respond at all (is crashed, inaccessible,
etc.), will the sender close the connection after about 18 minutes.
