To be a truly effective as information gathering tool Freenet must have some method for searching it. I propose you get old fashioned and use an (self-regulating)index.
How about a set of reserved key words such as "movies", "Mexican History", "Political Science", etc. When a user posts a document he can choose to have it listed in one or more appropriate key word list. These lists could be managed the same as other documents. If noone added to or requested these reserved keylists, they could be dumped.
