Why not use texinfo?  A texinfo document can (and must) be converted to Tex,
Info, or HTML format.  With texinfo you only have to write a single file which
can be converted to TeX, Info, or HTML.  With pure TeX or HTML, it is far more
difficult if not impossible to convert it directly to another format.
