I think its necessary, but there are some considerations:
1) How do they work (obviously)
2) We must be able to prevent unrequest spamming (which is a way of
eliminating freenet data)
3) How do we propogate an unrequest? It has to touch everything the
request did, within HTL depth.
2 can be implemented by allowing an unrequest only if a request for the
same key was given on the same connection.
