Everything you said is true. However, I think you're taking it from
the wrong angle. Does keeping people from understanding what files are
on Freenet really help protect node operators? I doubt it. I don't see
the risk coming from having large key indices, but from having 

If we really want to protect node operators (which is not, by the way,
a goal of the Freenet Project), we wouldn't let people KNOW that
they're running a node. Run Freenet clusters like Weatherman cells --
never let any node know about more than 6 other nodes. Add
steganographic features to FNP to make it difficult to detect Freenet
node traffic. Etc., etc.
