I've installed Freenet 0.3.8.1, but I don't see the keyindex option
listed in the help screen. 

I also wanted to say something in my defense. The "In-Freenet Key
Indices" HOWTO's description of the keyindex feature does not correspond
to what Brandon described here. As described in the HOWTO it would not
be possible to use an SSK as the identifier, nor to have an updatable
prefix for data submited under a particular identifier (since, according
to the HOWTO docs, the identifier *is* the prefix). This explains my
lack of understanding on how this feature works.

In any case, version 0.3.8.1 doesn't seem to support the keyindex option
at all (unless I've installed it wrong). I hope this is fixed soon.
