I agree that it would be preferable to move stuff off devl, but this is
extremely difficult in practice.  Much easier to create a new list.

Also, I don't think that it is a communication gap, since people can
still read both devl and piesky, and crosspost where appropriate.  It
simply helps people to filter their incoming email more effectively.
