Check out Ian's orginal paper (I think it will be in the old docs section of the web page). Keep in mind, though, that a lot has changed since that paper. It'll give you the background you need, but some of the info in there is outdated. Your best bet is just to watch the development list here and you'll eventualy figure it out. Freenet is a very complex beast, and it usualy takes new people at least six months to start to know what they're talking about.
You may also want to help test the 0.4 node. You'll have to get it out of CVS and compile it. Then just send in bug reports. If you don't like Java but have C++ experiance, you might want to look at Whiterose, a C++ implemntation of a Freenet node. Don't worry if people don't like your ideas. Freenet's development culture has grown around never being afraid to tell somebody that their idea sucks, and you get bonus points for doing it a scathing and uncareing way.
