It would be preferrable to sort, categorize, verify, and rank keys and
then insert them into specialized key indices. Obviously it is silly to
insert the keys you get into key indices since you get them from key
indices. People could just look at the original key indices which you get
the keys from. (You do get some from the web, but I think that will go
away in time as it's not anonymous.)

Key indices are not just a way for people to insert keys. They are also a
way for people to find keys, as in fact snarfoo and freegle do. It would
be useful to users if some verification and such was done on key indices
and the results reinserted into new key indices, allowing the writers of
searching clients to benefit from the processing power of freegle et. al.
without being tied to a particular frontend interface.

As far as speed of retrieval goes, the current format easily allows for
any number of keys to be included in a single file. That would be the
ideal format for publishing lists of verified, categorized keys.
