I don't know about you, but I am in this project for the long haul. I will not support the implementation of any security measure that relies on the short term shortage of addresses in the current underlying network level address space. Trying to think in terms of individuals in cyberspace is crazy. One person can be twenty peers, twenty people can be one peer. This is as fundamental as that information can be copied, and trying to fight it is just as crazy. Remember the first law: "There is no negative trust." (negative trust means treating somebody worse than you treat a complete stranger, which is what you are suggesting one does to peers that already have a reference.)
