I don't see any reason to have think cash on subscription with a
whitelist. If someone wants to spam you then they can dish out the think
cash to subscribe and the mechanically spam. The purpose of a whitelist is
to only allow people on that are not probable spammers.

The way to filter a whitelist is to subscribe by sending your public key
and some kind of credentials (not think cash) and then filter messages
which are not signed by a known public key.
