The spec was for 0.3 until we made a backwards incompatible change in the protocol (that instead of Success you get first a Pending message and then when the insert is really, completely finished, you get the success message). There's no difference between 0.3 FCP and 0.4 FCP except for that change. If the spec is wrong, we should change it, but it's my experience that the node will, on a ClientPut, send back a Pending\nURI=... message. (I guess my code doesn't ever care to look for a Success message because as far as I'm concerned, pending is good enough.) If you're really sure that the spec is wrong somewhere, definitely keep bothering us with specific info and we'll change things, but as far as I know, the spec is correct.
