Failure to resolve is not always permanent. Authentication failure does
not necessarilly mean that node is broken, overloaded nodes look like
authenication failures as well (there was a system for special
treatment of authentication failures where the peer clearly presented
the wrong Identity, but I'm not even sure I like that.) A single
sustainable system for deprecating bad references is much better than a
bunch of special cases depending on the nature of the problem. 

If the state of the network went from "ridiculous, why do you people
even bother?" to "really really bad" this wouldn't even be an issue...
