Update: http://test.vhost.swchs.org/freenet/seednodes.php now has a reasonable caching scheme. Currently, if the cached ref file on disk is less than 10 minutes old, it sends that; otherwise, it contacts the nodes and saves the response. Seems to work nicely. Also, the script takes into account CP values -- anything that has a chance of responding is sent to the client.
This is not the best solution, but it works and would let us get the network running properly. Also, the ISP of this server is slow -- feel free to check it out (and suck down the refs), but don't spread it around too much...
