No, your node never gives out any node ref but its own.
Instead of changing the routing table it might be best to adjust
Freenet.node.states.request.AwaitingStoreData, where it makes the
reference() call on the routing table.. we talked about putting some
logic there to test the ref about to be added for whether this node
could actually contact it, and if not instead add the ref of the
immediately upstream node.

They will probably never comprise a significant percentage of the
network.. but who knows..
