Agreed, I don't think there is anything in the new proposed design which 
is significantly higher bandwidth than the previous site - with the 
possible exception of the graphical menu-bar which may need to be done 
in HTML rather than as a gif.

I certainly think that the new site design should not compromise 
functionality (such as being editable via CVS or the localisation stuff) 
for the sake of asthetics.  I agree that using CVS probably does hinder 
contributions, not just with translations, but generally.  Because of 
this I have set up the Wiki which anyone can edit without even knowing 
HTML (although why Wiki's insist on everyone learning a new way to 
express web pages is not entirely clear to me - why not just let them 
use a limited version of HTML as Slashdot does?).  My hope is that we 
can move as much information as possible to the Wiki, while still 
keeping the criticial stuff non-Wikified.
