Since there's two parts to the perl data collection, we can stop the
part that inserts the data into the database (that's where the
slowdown is), and leave the networking script to keep collecting data
so that when we are able, we can insert the data.

I have restarted postgresql and stopped the inserter program, so that
people can still browse the data that's there, but there won't be the
CPU load of inserting constantly.
