With no freenet installed, I redownloaded the webinstaller & installation
was nice and smooth.
With freenet installed, I reran the webinstaller and it worked just fine,
updated the jars from the net like it should.
I reran the install one more time just to check what would happen, and this
time it failed when I answered yes to the 'keep freenet.ini' dialog.
I reran the install again, answered no to the 'keep freenet.ini' dialog, and
the download failed.
Reran twice more and it worked fine.

I was going to suggest that the installer fails when it detects the exact
same version of freenet, but that seems not to be the case.

I've always hated the windows tcp/ip stack, it's always been like old
chocolate - flaky but just at the edge of where you can sense it.

But it's never failed when I install on a fresh system, so maybe if the
worst comes to it you can include a retry/reinitialise loop to try 3 times
or somesuch.
