Build 497 is in CVS. It should, when widely used, reduce the excessive
announcement that has happened until now. Permanent nodes will poll every 
15 minutes (yes, I know, another hardcoded arbitrary constant, I'll deal
with it...), and if they have had no incoming requests in the last hour,
they reannounce. When they start up, nodes do not announce at all unless
they see no incoming requests in the first announcementDelay millis. So
new nodes will still announce after announcementDelay, but old nodes
that get restarted will not reannounce unless they really need to, and
old nodes that really do need to reannounce will do so, reducing the
maintenance load on the operator. Please upgrade.
