Unfortunately, there is no right way to do that. In general, having a bunch of servlets running as one server each is really dumb - what we ought to do is have them all running in one server.
While on the subject, I couldn't disagree more with your choice to make the gateway page an infolet. The gateway concerns users, the infolets concern beta testers - most users should never have to see (or even run, though if it isn't on it's own server that hardly matters) that servlet.
