This is repeated lots of times. The fact that it is repeated is because
of a bug in the ARK lookup code, for which a fix is in progress. The
more interesting question is what is causing these invalid documents to
be inserted? The verification that fails is near the client level - the
document does not decrypt as an SSK. So something odd is going on
somewhere...
