Seeing how many people are complaining about the complexity of
setting an IRC client up, I've set up a "tribune" (sorry I dunno
the english word for it).

Shall we advertize it in the installer and deprecate
#freenet-refs ? The caveat is that "private messaging" isn't
possible... Well, most people weren't using it anyway as
freenode requires registration...
Atm we keep its history but I guess we shouldn't if we decide to
switch it to "production" mode.

PS: it would be associated to a dedicate pastebin where people would be
given instructions on how to publish their references.
