Hybrid nodes still obey the limit of 20 connections. I'm not sure if there's an edge case where a hybrid node has 20 connections, then one of its darknet peers comes online and it has to drop an opennet connection to make room, but it hasn't finished doing so when it sends the FOAF message so it temporarily lists 21 connections.
