No. They would still be limited to 3 requests every half hour. The difference 
is that right now we try not to re-request the same key if there are other 
keys to fetch which we haven't tried as many times to fetch (we waive this 
for the first 3 attempts). I propose to abolish this: some blocks will end up 
being fetched more than others, but it will average out.
