Make it configurable, for opennet and darknet separately.
Also, adjust the value of the config settings when the strangs/friends security 
levels change, maybe like that:

Strangers security levels:
low = weak RNG padding for opennet
normal or above = strong RNG padding for opennet

Friends secuity levels:
low = no padding for darknet
normal = weak RNG padding for darknet
high = strong RNG padding for darknet
