Detailed explanation of that:
Restoring only works if the identity existed in the same namespace.
Because the old namespace is different from the RC1-namespace, restoring will 
not find the identity.

Creating the identity with the same SSK/USK URIs is pure eye candy for you, it 
has no effect. You can do it so people can verify on their own that the URI 
belongs to you if they know what your old SSK/USK was
