Maybe you can move Indexes slightly higher. Maybe by collapsing 'During the next
few yours' with the 'more' or 'dismiss' link.
I'd also move the 'Note' above the 'During the next few hours'.
Once people see indexes, they already can start playing with Freenet after all.
Activelinks can also help them to know that they are able to fetch them
successfully (maybe that could be the popup on each activelink "If you see an
image, you can load the freesite").
