I worked on the basis that we should include most or all of the countries they 
support, but have a lot more for areas where we are particularly strong. I 
should probably have asked for more French, but although we have had a lot of 
French users, it's going down a bit now iirc, and there are (potentially rather 
serious) legal issues for french devs. The US allocation may be too high. 
Brasil and Japan are just naive optimism. :)

I suggest that we offer a voucher to everyone who has made a significant 
contribution - particularly developers and translators.

We could also offer them for new contributors. I suggest that:
- Any new full translation, or substantial update to an old translation 
bringing it up to a new status, gets a voucher.
- New developers can have a voucher once they've fixed a couple of bugs, or 
otherwise made a significant contribution.

Obviously this would be until we run out.

Objections? Alternatives? Guerilla marketing may or may not be possible given 
the merchadise available...

The other possibility is giving them out at conferences. IMHO we should 
probably deal with devs first, we won't run out of vouchers with that! :)

Once everyone is happy, I will accept bids for zazzle vouchers. Nextgens and 
Ximin have asked so far.
