IMHO, we should have data before we make decisions about contracting work out. $4600 is really not a lot of money, so these tasks ought to be chosen carefully and only when there is a definite gain to be made. It'd be quite easy to make a long wishlist, but I think what we need are features as advised by the experienced developers and the features that are most frequently asked for by the public.
Not that brainstorming isn't productive, but I think our process might have to be a little more structured. Just my two cents.
