This is the easiest way I could find to be able to change the log level from CI without modifying the default Java logging. I placed this config file in `java/dev` and it can be referenced by our CI when running mvn. @siddharthteotia @jacques-n maybe you are more familiar with the logging here and can think of a better idea. cc @pitrou @wesm
