I think this is an issue with the portal behavior. The only way I could tell to associate a resolver to a federation was to "add" a resolver. In reality, I don't want to add the same resolver multiple times, but I want to be able to associate resolvers with multiple federations (using the federation_federation_resolvers table). I think the portal needs to provide the ability to add new resolvers but to also associate resolvers with federations.
